FIELD: mechanics.SUBSTANCE: invention relates to machine-assembly. Proposed device comprises actuator follower, prism for axle and axle seat in base member, all being aligned. Large-capacity bin feeder with bottom inclined to prism is arranged above the latter. Bin hopper inclined bottom represents a dual-slope member, every slope being hinged to swing and provided with plates with skews and thrusts. Rollers are arranged at actuator follower to interact with thrust areas located on both sides of the prism and with slope plates. Said thrusts define slope swing amplitude. Besides, said slopes are spaced apart to form the clearance over diameter of axles and over height to make a wall approximating the vertical.
