The support has a circular and continuous element floating on a water level (19) to receive loads of a carrier element of solar panels. The circular and continuous element comprises a rigid and resistant structure (27) filled with synthetic foam. A propeller of turbines is connected to the carrier element to slow down and/or stop the rotation movement of the carrier element. The carrier element is located against a vertical guide (30) in an interior side of a circle for guiding the rotational movement on the structure in a horizontal plane.
