The device has a handle (1) and two branches (B) in the form of standard catapult, where each one of the branches is equipped with a wire blocking system. A pin (7) is carried by a slider (11), and a jaw (3) is guided by an axis (4). A connection holding bolt (8) is arranged through the slider, the branches and the jaw. The bolt allows two independent screwings by arrangement of its hexagonal head in a threading provided in each branch or by a butterfly nut (10). Another pin and a guide are arranged as two separate specific accessories.
