PROBLEM TO BE SOLVED: To provide a hologram recording medium allowing control of the reaction speed of polymer polymerization proceeding on information recording of a hologram recording medium and improving SN ratio; a hologram recording method, and a hologram recording device.SOLUTION: In a hologram recording medium 9, both upper and lower faces of a photopolymer recording layer 23 comprising a photopolymerization initiator in the inside is sandwiched by transparent conductive films 22a and 22b, and glass substrates 21a and 21b are disposed in the outside of each of the conductive films 22a and 22b. A conventional general hologram recording medium is configured with a photopolymer recording layer sandwiched from the top and the bottom by glass substrates, but the hologram recording medium 9 is configured so that the polymerization speed of a photopolymerizable monomer (oligomer) in the photopolymer recording layer 23 can be increased by applying an electric voltage to the conductive films 22a and 22b on information recording.
