A determining unit (172) detects abnormalities of the solar power generation system, on the basis of the power generation performance parameters to be reference, said parameters having been calculated on the basis of the solar irradiation information and the power generation quantity in a reference period, and on the basis of the power generation performance parameters, which are calculated on the basis of the solar irradiation information and the power generation quantity in a period for which determination is to be made. The present invention can be applied to, for instance, solar power generation systems.</p>
