PROBLEM TO BE SOLVED: To prevent communication abnormality generated when a road-side radio equipment determines to start communication with on-vehicle equipment during an unstable communication state with the on-vehicle equipment, in communication between the road-side radio equipment and on-vehicle equipment after the determination.SOLUTION: A communication unit 110 repetitively receives an ACTC signal from the on-vehicle equipment. A signal level measurement unit 120 measures an RSSI value of the ACTC signal when the communication unit 110 receives the ACTC signal. A communication start determination unit 130 determines to start communication with the on-vehicle equipment, when the signal level measurement unit 120 measures RSSI values having a predetermined value or higher are measured for a plurality of number of times. |
