PROBLEM TO BE SOLVED: To provide an image encoding method for enabling improvement of encoding efficiency.SOLUTION: An image encoding method includes encoding steps S204 to S210 and S214 in which a parameter corresponding to an encoding object coefficient is subjected to arithmetic encoding. In the encoding steps, a related parameter being a parameter related to a value referred to for selecting a context among a plurality of parameters corresponding to the coefficient is subjected to the arithmetic encoding for each coefficient (S204 to S210). A plurality of non-related parameters being the plurality of parameters which are not related to the value referred to for selecting the context among a plurality of parameters corresponding to a plurality of coefficients in a coefficient subset are collectively subjected to the arithmetic encoding for each coefficient subset (S214).
