PROBLEM TO BE SOLVED: To appropriately perform setting of random access signals for adjusting timing of transmission from a radio base station device to a radio terminal device, where the signals are transmitted/received prior to establishment of communication connection between the radio terminal device and radio base station device.SOLUTION: A random access control device comprises: a random access information acquisition unit 11 for acquiring setting information on a base station around a target base station, where the setting information is about a random access signal that is detected by a radio base station device to adjust timing of transmission from a radio terminal device to the radio base station device and is transmitted by the radio terminal device before the radio terminal device establishes communication connection with the radio base station device; and a random access setting unit 12 for performing setting about a random access signal to be transmitted to the target base station by the radio terminal device on the basis of the setting information.
