In the present invention, a fuel-cell system has a pressure regulating valve for controlling the pressure of an anode gas, and a purge valve configured so that the area of an opening can be changed in two steps and for controlling the amount of anode off-gas that is discharged. The fuel-cell system comprises the following: a pulse operation control step for controlling the pressure regulating valve so that the pressure of the anode gas within the fuel cell becomes higher when a load is high than when the load is low, and so that pressure is cyclically increased and decreased for a prescribed load; and a purge valve control means for making the area of the opening of a purge valve used during a decrease transient operation larger than during other operations.
