PROBLEM TO BE SOLVED: To provide: a surface treatment agent following a fine shape of various plastic molded materials such as plastic lenses used for optical functional members such as a screen of a video projection television and a Fresnel lens, a lenticular lens and a microlens which are used for the light condensing of a solar battery, the agent excellent in discoloration preventing property; a base material with the surface treatment agent; a production method thereof; and a base material provided with an anti-reflection film on the surface treatment agent.SOLUTION: This surface treatment agent for forming a smectite laminated film includes an A liquid containing an electrolyte polymer and a B liquid containing a smectite having a length in the diametrical direction of 10 nm to 400 nm and a thickness of 1 to 10 nm.
