<p>A plurality of pieces of data from an application processing unit (76) are inputted to an application management unit (78). Any of a plurality of kinds of prescribed priorities is given to each of the plurality of pieces of data inputted to the application management unit (78). A generation unit (66) generates a plurality of packet signals on the basis of the inputted plurality of pieces of data. Here, the generation unit (66) stores two or more pieces of data in an aggregated state in one packet signal on the basis of the priorities.
