PROBLEM TO BE SOLVED: To provide an apparatus and method capable of welding transparent resin tubes with each other by a simple mechanism in a short time without using a complex tube rotation mechanism nor an expensive laser scanning mechanism.SOLUTION: A welding apparatus includes: a support member 6 that supports a fitting body 3 obtained by fitting two thermoplastic resin tube having different diameters, that are an outer tube 1 and an inner tube 2; an infrared-transparent solid heat sink 7 arranged to be in contact with the outer peripheral side of outer tube 1; a metal rod or metal tube 5 inserted in the inner tube 2 to be in contact with the inner periphery of inner tube 2; and a laser source 11 arranged on the solid heat sink 7 side and irradiating infrared laser light 4 to the fitting body 3 through the solid heat sink 7.
