PROBLEM TO BE SOLVED: To provide a power generation efficiency guarantee value calculation device for calculating an appropriate power generation efficiency guarantee value by reflecting actual situations.SOLUTION: A power generation efficiency guarantee value calculation device includes: a first calculation part for calculating the power generation efficiency guarantee value in the first predetermined period by the predetermined units of a power generation system including a power generation unit for generating a power from recyclable energy before the actual operation of the power generation system; a second calculation part for calculating the power generation efficiency whose meteorological correction has been performed by using power generation quantity data by the predetermined units of the power generation system and the meteorological data of the installation place of the power generation system in each predetermined period; and a third calculation part for calculating the power generation efficiency guarantee value in the second and following predetermined periods on the basis of the power generation efficiency whose meteorological correction has been performed in the previous predetermined period.
