Provided in the present invention are a method, network side device, and user equipment for transmitting and receiving a control signaling. The method for transmitting the control signaling comprises: the network side device determining a TTI of a first class; when a first TTI is determined to be not a TTI of the first class, the network side device transmitting the control signaling on a first resource in the first TTI to the UE, where the first resource comprises an n 1 number of PRBs, where 1 <= n 1 < N, and where N is the number of PRBs comprised by the system bandwidth; the first TTI is the TTI that is currently used for transmitting the control signaling; and, when the first TTI is determined to be a TTI of the first class, the network side device transmitting the control signaling on a second resource to the UE, where the second resource is different from the first resource. The present invention allows the network side device to adjust flexibly, on the basis of the class of the TTI, the resource for transmitting the control signaling, thus ensuring simultaneously transmissions of the control signaling and of an MBMS signal. |
