PROBLEM TO BE SOLVED: To provide a residual chlorine concentration analyser in which chlorine is injected and which analyses accurately the residual chlorine in sea water after it is used as cooling water, and a method therefor.SOLUTION: A residual chlorine concentration analyser 10 sets a correspondence relation between a water intake measurement time and a water discharge port measurement time so that sea water passing through a water intake port 411 at the water intake measurement time arrives at a water discharge port 412 at the water discharge port measurement time. A water intake port concentration which is the chlorine concentration of sea water before injection of chlorine is measured at the water intake port 411 at the set water intake measurement time; a water discharge port concentration which is the chlorine concentration of sea water after it is used as cooling water is measured at the water discharge 412 at the set water discharge measurement time; and a residual chlorine concentration is calculated from a concentration difference between the measured water intake port concentration and the measured water discharge measurement time.
