PROBLEM TO BE SOLVED: To reduce a processing load in collation of a face image. SOLUTION: A contour detecting section 171 extracts an edge image from an image, an edge image buffer 172 sequentially memorizes the edge image, an edge image comparison section 182 compares an edge image obtained at a timing before the image with an edge image obtained at a timing of the image to detect a misalignment, and if it is determined that the misalignment has been detected, a human presence determining section 173 detects a presence of a human body within a range of the image.
