The present invention relates to an apparatus and method for: improving the quality of low-grade coal having a moisture content of 30% or greater, a calorific value of 4,500 kcal/kg or less, and an ignition temperature of 180°C or less so that same becomes a high-grade electricity generating coal having a moisture content of 5% of less, a calorific value of 6,500 kcal/kg or greater, and an ignition temperature of 230°C or greater; and significantly increasing the ignition temperature thereof. |
