PURPOSE: A manufacturing method of a magnesium steel plate and a magnesium steel plate are provided to generate a small amount of contaminant by not needing separate chemical process by easily removing fluorine resin layer. CONSTITUTION: A manufacturing method of a magnesium steel plate comprises: a step of spreading adhesive on the magnesium steel plate(1) by using a supply roll; a step of spreading a fluorine resin layer(2) on the magnesium steel plate by using a fluorine resin supply roll; a step of combining a fluorine resin layer and a magnesium steel plate by using an attaching roll(6); and a step of bonding the adhesive and fluorine resin layer on one side or both sides of the magnesium steel plate.
