PURPOSE: A monitoring system for senior citizens and the disabled enable those senior citizens who live alone and have difficulties moving freely and the disabled to ask for help in a sudden accident. For those who come to their rescue, the system empowers the rescuers to effectively response to the situation by providing them with accurate information about the senior citizens and the disabled in danger. Furthermore, the system can reduce cost by using existing telephone lines and online networks. CONSTITUTION: A card recognition unit reads a verified card and its information. A printer prints out a document indicating that the verified card is used by an eligible person. With the printer printing out the user authentication document, an input device receives the user's request. Upon the user's request, a modem accesses a selected protection institution online via a telephone network or an Internet network. A my-computer unit has necessary information about the user, decides whether the user is qualified for the protection service by comparing the user information and information read by the card recognition unit, controls the modem according to the user's request received by the input device, and transmits the user information to the selected protection institution.
