PROBLEM TO BE SOLVED: To enhance heat insulating property of an infrared ray suppressing film having a low refractive index layer and a high refractive index layer on a substrate.SOLUTION: The infrared ray suppressing film comprises: a substrate; a low refractive index layer, which is formed on the substrate and includes a polymeric compound and inorganic compound particles; and a high refractive index layer, which is formed between the substrate and the low refractive index layer or on the low refractive index layer, includes a polymeric compound and inorganic compound particles, and shows a higher refractive index than the refractive index of the low refractive index layer. At least one of the low refractive index layer and the high refractive index layer includes hollow particles and shows transmitting property for visible light.
