The present invention enables control of supply-demand of power within the entire power grid by means of communication paths using existing power transmission lines. The power supply-demand control system comprises an upper-level system further comprising generators and a generator control unit that controls the generators, and a lower-level system further comprising load apparatuses. The generator control unit changes the frequency of the power to be generated by the generators, when controlling supply-demand of power.
