PROBLEM TO BE SOLVED: To provide a novel fluorine-containing organosilicon compound that has both of characteristics such as water repellency and a release property that a fluorine-containing organic group has and characteristics such as lipophilicity that a hydrocarbon group has, and that is excellent in heat resistance, and hydrolysis resistance or the like; a method of manufacturing the same; an antifouling property-imparting agent; and a hard coat material.SOLUTION: A fluorine-containing organosilicon compound is shown by formula (1). In the formula, Rf denotes a 2-16C fluoroalkylene group or a 3-200C divalent fluoropolyether group; Q independently denotes a single bond or a 1-12C divalent organic group; and R independently denotes a 6-20C alkyl group that may contain an oxygen atom or a 7-20C aralkyl group.
