Scalability of a centralized control type network is improved. A communication apparatus includes: a protocol conversion unit executing mutual conversion between a control message based on a first protocol of a connection type and a control message based on a second protocol of a connectionless type for a control apparatus; a client unit using a control message based on the second protocol obtained after the conversion, to exchange the control message with the control apparatus; and a packet processing unit processing an incoming packet in accordance with a control message based on the first protocol obtained by converting a control message based on the second protocol received from the control apparatus.
