PROBLEM TO BE SOLVED: To manage a radio wave environment by estimating fluctuation of a white space.SOLUTION: A radio wave environment management device 10 and a signal detector 30 are provided. The radio wave environment management device 10 estimates a range of a radio wave transmission point where a radio station of a second radio system may transmit the radio wave at a position where the signal detector 30 determines that both radio waves of a first radio wave system and the second radio wave system are not detected, when the range of the white space is within a service area of the first radio wave system.
