PROBLEM TO BE SOLVED: To achieve utilization of a radio resource of an interfering station non-transmission timing by including a first terminal for which radio wave interference from the interfering station is intended to be avoided and a second terminal other than the first terminal in a base station utilizing a technology of time division multiplex interference control.SOLUTION: The present invention includes: performing a scheduler for macro station transmission timing that performs a radio resource allocation to only a second terminal as an object with respect to the macro station transmission timing (S3); and selecting whether to allocate the radio resource to both first terminal and second terminal or only the first terminal as the object according to a difference of a throughput between the first terminal and the second terminal with respect to the interfering station non-transmission timing so as to perform the scheduler for macro station non-transmission timing which allocates the radio resource (S4).
