PROBLEM TO BE SOLVED: To provide an exhaust emission control device which suppresses a cost increase due to complication of constitution or an increase in power consumption and efficiently protects an insulating insulator part, so that electric resistance can be prevented from being lowered due to adhesion of particulate matter.SOLUTION: Inside of a housing H of an electric dust collection part 1 is used as an exhaust passage 11 and corona discharge is generated in a discharge space 12 between a discharge electrode 3 and a dust collecting electrode 4. A cylindrical pipe part H1 is projected outward from the wall of the housing H and the inside of the cylindrical pipe part is used as an insulator chamber 5 opened to the discharge space and at least a part of the insulating insulator part 21 for supporting the discharge electrode 3 is housed therein. An air or water cooling part 6 is disposed to surround the outer peripheral wall of the insulator chamber 5. Temperature of the inner peripheral wall of the insulator chamber is lowered relatively to that of the insulating insulator part 21, so that particulate matter intruding into the insulator chamber 5 is moved to the inner peripheral wall surface of the insulator chamber 5 and collected by action of thermophoresis force.
