The virtual machine managing device comprises: a model acquiring unit for acquiring from each server device a performance model indicating the relationship between the workload and workload performance information; a performance information acquiring unit for acquiring performance information on a virtual machine to be moved from the current server; a conversion unit for converting the performance information on the virtual machine to be moved to a combination of workload level and workload property values using the performance model from the current server device; and an estimating unit for estimating performance information for the virtual machine to be moved to a new server by applying the combination converted by the conversion unit to the performance model of the new server device that is a candidate for receiving the virtual machine to be moved.
