Disclosed are a Channel State Information (CSI) processing method, a base station and user equipment by the embodiments of the present invention. The method comprises the steps of: a base station configures multiple CSI-RS resource signaling to the user equipment side by UE specific high layer signaling or a public high layer signaling, and transmits the CSI-RS resource signaling to the user equipment; wherein each CSI-RS resource signaling comprises at least one of the follow information: an indication information of the number of the antenna ports, a time domain and frequency domain position information of the CSI-RS resource in a sub-frame, a period and sub-frame offset information of the CSI-RS resource sub-frame, a power information of the CSI-RS resource and a bandwidth information occupied by the CSI-RS resource; the base station generates a CSI-RS on the basis of the multiple CSI-RS resource signaling, and transmits the CSI-RS to the user equipment on the corresponding time domain and frequency domain resource, and receives the CSI or reference signal receiving power feedback from the user equipment.
