PROBLEM TO BE SOLVED: To prevent a toner leakage due to a toner accumulated on a sheet member contacting an image carrier in a cleaning device that is arranged above the image carrier and cleans the image carrier.SOLUTION: A polishing roller 353 is arranged above a rotation surface 31B of a photoreceptor drum 31 to be in rotatable contact with each other. A toner seal 360 is disposed on the upstream side in the rotation direction of the photoreceptor drum 31. A first plate lower part 357S of a first plate 357 is arranged above the toner seal 360. The first plate lower part 357S covers the upper part of the toner seal 360 to prevent toner from accumulating on the toner seal 360.
