PROBLEM TO BE SOLVED: To provide a low-power and stable control circuit in a digital circuit or optical disk device by reducing gains for noises in a control loop and control signals in a high-frequency band that do not need tracking, without generating a phase delay and phase lead.SOLUTION: In the present invention, frequency identification means and gain change means that changes a gain on the basis of the output of the frequency identification means are provided.
