PROBLEM TO BE SOLVED: To provide a substrate for suspension having a higher degree of design freedom with regard to a cable layer.SOLUTION: A substrate for suspension includes: a metal support substrate; an insulation layer formed on the metal support substrate; and a cable layer formed on the insulation layer. The metal support substrate has an opening. Inside the opening, a plurality of metal support portions are formed which are insulated from the metal support substrate outside the opening and connected with the cable layer through a via portion penetrating the insulation layer.
