PURPOSE: A soil conditioner composition is provided to supply oxygen to the soil and to stably maintain soil voltage through an oxidation and reduction reaction. CONSTITUTION: A soil conditioner composition includes 0.1-3.5% of an oxygen supplying composition, 0.3-3.0% of an organic acid, 0.2-2.5% of a voltage buffering agent, 0.01-0.6% of a stabilizer, 0.005-0.2% of a surfactant, and residual water. A method of restoring properties of clayed sedimentary soil in a river bed includes a step of supplying the soil conditioner composition to the soil and a step of mixing 5-50 vol% of a soil-reducing composition to the soil. |
