PROBLEM TO BE SOLVED: To hold an amount of change of power outputted to a power system in a predetermined range, and also suppress overcharge and overdischarge of a secondary battery.SOLUTION: A change rate determination section 146 determines an upper limit value and a lower limit value of an allowable change rate of power outputtable to a power system, which ensure monotonic non-increase with respect to a charging rate of a secondary battery 130, on the basis of the charging rate of the secondary battery 130. A power calculation section 147 calculates an upper limit value and a lower limit value of power outputtable to the power system by multiplying power outputted to the power system in the past by the upper limit value and the lower limit value of the allowable change rate. When generated power is larger than the upper limit value calculated by the power calculation section 147, a charge/discharge control section 148 charges the secondary battery with power corresponding to a difference between the generated power and the upper limit value. When the generated power is smaller than the lower limit value of the power calculated by the power calculation section 147, the charge/discharge control section 148 causes the secondary battery 130 to discharge power corresponding to a difference between the generated power and the lower limit value. |
