PROBLEM TO BE SOLVED: To solve a problem that cooling efficiency is low because an inner surface of a circulation passage for circulating cooling water is flat.SOLUTION: Members forming plural parallel hollow sections 13 to be flow channels of coolant liquid CL, i.e., flat plates 14, 15 and a wall 16 are provided between a flow inlet 11, in which the coolant liquid CL flows from a reserve tank, and an exhaust port 12 for exhausting the coolant liquid CL receiving heat from a liquid cooling device 1 for a heating element. Plural heat radiation fins 17 are provided on the flat plate 15. Inner walls forming the hollow sections 13 of the flat plates 14, 15 and the wall 16, and the heat radiation fins 17 are made of a carbon material having a nano uneven structure of a size from a nanometer order to a sub-micrometer order. Thereby, a cooling effect of the coolant liquid CL passing through the hollow sections 13 is increased. At that time, a heat radiation effect of the heat radiation fins 17 improves, and therefore, the cooling effect of the coolant liquid CL is further increased. |
