PROBLEM TO BE SOLVED: To solve the problem that disconnection of sessions does not work correctly.SOLUTION: A control processing unit manages the session status of data communication with a distant device. An information storage unit stores therein the session status and flow control information which is used in flow control by protocols used between the local device and the distant device. A data processing unit performs data communication with the distant device via a network on the basis of the flow control information and the session status and updates the flow control information according to the data communication. A data termination transmission determination unit determines whether termination notification data for notifying the distant device of the termination of the data communication is transmittable or not on the basis of the flow control information in the information storage unit. When determined to be transmittable by the data termination transmission determination unit, the data termination transmission determination unit instructs the data processing unit to transmit the termination notification data; or when determined not to be transmittable, the data termination transmission determination unit keeps an instruction to transmit the termination notification data standing by until it becomes possible to transmit.
