PROBLEM TO BE SOLVED: To appropriately use an inter-base station traffic off-load technique by the MLB technique and cell coverage change.SOLUTION: A communication control device comprises: a traffic off-load effect determination unit 12 for determining traffic off-load effect if the MLB technique is used; a first traffic off-load control unit 13 for controlling inter-base station traffic off-load using the MLB technique if it is determined that certain traffic off-load effect is obtained; and a second traffic offload control unit 14 for controlling inter-base station traffic off-load using the inter-base station traffic off-load technique by cell coverage change if it is determined that the certain traffic off-load effect is not obtained. |
