PURPOSE: A network device, a terminal device thereof and an operation method of the device are provided to complete a circuit switched (CS) authentication process and to commence a packet switched (PS) authentication process in a terminal. CONSTITUTION: A terminal transmission unit (330) transmits a message for completing an authentication process related to a voice service. A terminal reception unit (340) receives a commencement request related to a data service corresponding to the terminal device in a state not transmitting the message for completing the authentication process related to the voice service of the terminal transmission unit. A control unit (350) controls the terminal transmission unit to transmit the message for completing the authentication process related to the voice service to the terminal device before commencement of the authentication process related to the data service.
