PROBLEM TO BE SOLVED: To provide an opening device obtained by performing the direct injection molding of a pouring mouth or a spout in a web-shaped packaging material with a simple mold structure, and to provide a packaging container including the opening device, and a method for manufacturing the packaging container.SOLUTION: An opening device 43 includes: a pouring-out hole 42 made to a container wall of a packaging container molded from a packaging material; and an injection molding 48 occupying the entire of the inside of the pouring-out hole and integrated with an packaging material edge of the pouring-out hole. The opening device 43 further includes: a weak line 49 formed into the injection molding along the packaging material edge 47 on a pouring-out hole inner diameter side; and a pull ring integrated with the injection molding at a base and having a gripping part protruded to the outside of the container wall of the injection molding.
