PROBLEM TO BE SOLVED: To provide a water-soluble polymer pigment dispersant that is excellent in dispersibility and dispersion stability of a pigment and can be used in a low-VOC paint such as a water-soluble paint.SOLUTION: A water-soluble polymer pigment dispersant comprises a copolymer essentially comprising: a radically polymerizable monomer (A) containing a nitrogen atom; an alkyl (meth)acrylate monomer (B) having a 1-10C alkyl group; α, &bgr;-unsaturated dicarboxylic acid (C); and a monomer (D) represented by formula (1) (wherein Ris a hydrogen atom or methyl group; Ris at least one chosen from a 0-6C alkylene group, phenylene group and -C(=O)-NH-C(CH)-CH-; and M is a metal).
