PROBLEM TO BE SOLVED: To determine distribution of power storage devices so as not to cause any voltage rise of a power system by the required minimum number of power storage devices.SOLUTION: A prediction section 202 predicts transition of generated power of a power generation device 110 within a predetermined period on a regional basis. A simulation section 203 simulates transition of voltage value in a power system for each region within a predetermined period on the basis of the transition of the generated power predicted by the prediction section 202. An additional installation region determination section 204 determines the region where the voltage value of the power system exceeds a predetermined threshold value at any point in time indicated by a simulation result obtained by the simulation section 203, as a region required to additionally install the power storage device 131.
