PROBLEM TO BE SOLVED: To provide an evaluation value calculating device capable of calculating an evaluation value of energy efficiency when a vehicle travels each section identified by a starting point and a terminal point of a road, a computer program and an evaluation value calculating method.SOLUTION: A vehicle information acquiring unit 11 collects vehicle information relating to a position and energy consumption of a vehicle traveling on a road. An energy efficiency calculating unit 13 calculates energy efficiency of the vehicle at each of a plurality of links of the roads on the basis of the collected vehicle information. An evaluation value calculating unit 16 calculates an evaluation value of the energy efficiency at one link of two links calculated by the energy efficiency calculating unit 13 on the basis of an energy efficiency rate of each of the two links.
