PROBLEM TO BE SOLVED: To hold an amount of change of power outputted to a power system in a predetermined range, and also suppress overcharge and overdischarge of a secondary battery.SOLUTION: A smoothed power calculation section 143 calculates smoothed power by smoothing power generated by a power generator 110 during a set time period in the past. An average charge/discharge power calculation section 146 calculates an average charge/discharge power as being an average value per unit time in power charged to/discharged from a secondary battery during a set time period. A threshold power calculation section calculates an upper limit value and a lower limit value of power outputtable to a power system by allowing a predetermined allowable amount of change to be added to/subtracted from power obtained by adding the average charge/discharge power and the smoothed power. A charge/discharge control section 148 charges the secondary battery 130 with power corresponding to a difference between the generated power of the power generator 110 and the upper limit value, or causes the secondary battery 130 to discharge power corresponding to a difference between the generated power and the lower limit value.
