PURPOSE: A water consumption evaluation method using the administration information of the local government for supporting policy decision making and a system thereof are provided to perform quantitative and qualitative evaluation by analyzing data in real-time based on the recent administration information according to the update cycle of the local government. CONSTITUTION: A water consumption evaluation system receives the administration information of the local government, codes the administration information so that the administration information can be analyzed based on a geographic information system (GIS), and converts the coded administration information into data information including location information (S100,S200). The system divides the data information into analyzable unit information, configures the unit information into a layer, and overlaps the unit information based on the GIS (S300,S400). The system analyzes correlation between water consumption and the unit information with quantified figures derived from the overlapping of the unit information and derives dependent variables through the correlation analysis (S500).
