The purpose of the present invention is to provide: a fiber-reinforced plastic heating element having a light-weight structure and icing prevention and ice-repelling functions, as well as having structural strength; and a wind power generating device comprising said heating element. The fiber-reinforced plastic heating element (1) is formed by laminating a plurality of layers, and comprises: a first layer (2) comprising a carbon fiber-reinforced plastic layer; a second layer (3) comprising one of either the carbon fiber-reinforced plastic layer or a conductive metal layer; an insulating layer (4) arranged between the first layer (2) and the second layer (3); a connection section (5) that electrically connects the first layer (2) and the second layer (3); and a power supply (15) electrically connected to the first layer (2) and the second layer (3), that causes a current to flow along an electrical path comprising the first layer (2), the connection section (5), and the second layer (3).
