Provided is a method for preparing an emulsion resin composition for cationic electrodeposition coating, whereby a composition for cationic electrodeposition coating can be prepared while reducing the time required for a desolventizing step or omitting the step per se. The method for preparing an emulsion resin composition for cationic electrodeposition coating, said emulsion resin composition containing a cationic resin and a block isocyanate curing agent, comprises: a W/O emulsion preparation step for mixing the cationic resin with water to give a W/O emulsion; a curing agent-containing W/O emulsion preparation step for mixing the thus obtained W/O emulsion with the block isocyanate curing agent to give a curing agent-containing W/O emulsion; and an O/W emulsion preparation step for mixing the thus obtained curing agent-containing W/O emulsion with water to give an O/W emulsion, via a phase inversion point from the W/O emulsion to the O/W emulsion.
