<p>The wireless communication system is provided with a user device, a base station, and a control station. Subsequent to expiration of a wait timer activated subsequent to establishment of a data bearer, the base station, in the event that an audio bearer is established, selects a base station for the user device to connect to, on the basis of the audio congestion level, and sends an instruction to the user device, or in the event that an audio bearer is not established, selects a base station for the user device to connect to, on the basis of the data congestion level, and sends an instruction to the user device.</p> |
