A data creation device (5401) includes: a 2D-compatible video encoder (2602) for generating an MPEG-2 stream by compression encoding an original video having normal quality; a base view video encoder (2605) for generating a stream comprising black images as a base view video stream having the same number of pictures as the stream obtained by compression encoding the original video; and a dependent view video encoder (5409) that compression encodes pictures of an original video having superior quality as a dependent view video stream, with the pictures corresponding to the pictures in the base view video stream and the pictures in the MPEG-2 stream of the same time serving as reference images.
