Provided are an input device, an input control method and a program that are easy to use, enable movement of an object with little waiting time, and have good operation. The input device (107) is provided with: a detection means (104) that detects a touch at an arbitrarily defined position (103) of a background portion in which an object (102) on a touch panel (101) is not displayed; an assessment means (105) that assesses whether the arbitrarily defined object (102) was touched in a specified time period while the touch was being detected by the detection means (104); and a control means (106) that controls the arbitrarily defined object (102) to a movable state if the assessment result of the assessment means (105) is affirmative.
