The purpose of the present invention is to provide a production method and production device for a reinforcing fiber base material, whereby the occurrence of wrinkles and other defects during lamination of a base material sheet can be avoided, and a high-quality reinforcing fiber base material can be produced. The production method for the reinforcing fiber base material produces the reinforcing fiber base material by laminating a base material sheet (5) including reinforcing fibers (6) upon a mold (2) having a double-curved surface shape. The base material sheet (5) is supplied to on top of the mold (2) from a base material roll (10), while allocating a different distribution in the width direction (X direction) of the base material sheet (5) to the sheet supply direction (Y direction) length, in accordance with the double-curved surface shape of the mold (2); and the base material sheet (5) is pressure-welded to the mold (2).
