The present invention addresses the problem of providing an electronic device insulating layer whereby it is possible to improve the properties of an electronic device. In order to solve said problem, the present invention provides an electronic device insulating layer having a first insulating layer formed from a first insulating layer material and a second insulating layer formed from a second insulating layer material on the first insulating layer, wherein: the first insulating layer material contains a photosensitive resin composition (A), a tungsten (V) alkoxide (B), and a basic compound (C); and the second insulating layer material contains, within a molecule, a polymer compound (D) which contains a repeating unit having a circular ether structure, and a repeating unit having an organic group for generating a phenolic hydroxyl group by means of the action of an acid. |
